Application and promotion of inorganic recycled aggregate in the harbor area

The properties of inorganic recycled aggregate are similar to natural sand and gravel, a good alternative materials for land reclamation. Many developed countries, such as Japan, tried to reduce the usage amount of natural resources by using not only construction residual soil but also inorganic recycled aggregate for land reclamation. In this project, we inventories two overall construction/development harbor plans and scheme detailed reclamation plan for harbor area, including Taipei Port, Taichung Port, Kaohsiung Port, and Changhua Coastal Park. A proximately usage amount of inorganic recycled aggregate reach to 37.09 million tons, estimated based on the 10% reclamation capacity in harbor area. In order to verify the suitability of incinerated recycled aggregate in port land reclamation, a long-term study of heavy metal leaching was conducted with the application of incinerated recycled aggregate immersed under different categories of water bodies. The incinerated recycled aggregated and related processed products as samples are immersed under seawater and groundwater at least 24 months, respectively. Results of heavy metal leaching values are stable and no significant difference between samples and background. In addition, the soil and water samples are collected from the port area filled with incinerated recycled aggregate within five years application. The results showed that no significant increasing of heavy metal values is observed in either soil or water samples. According to the results suggested, therefore, the incinerated recycled aggregate is acceptable application to land or port area reclamation. A total of 50 cubic meters, 102.35 tons, of incinerated recycled aggregate are filled in the storage and windbreak area of Taipei Port, in May, 9, 2022. After completed the reclamation, once per seasonally sampling of soil, surface water, groundwater, seawater and sediment are conducted, and analyzed these samples for the concentration of Dioxins and heavy metals, such as cadmium, lead, arsenic, mercury, chromium, copper, nickel, and zinc. No significant difference increasing of Dioxins and heavy metals values are observed between samples from background and samples from reclamation area. All data showed compliance with applicable laws and regulations. Due to the practical experience in this project, the construction guidelines of application incineration recycled aggregate in port area reclamation is drafted and revised, contributing to the future application and implementation.
